Maybe because it's blue, maybe because it's refined, but a little teen-y...this dress reminds me of Alice and Wonderland. It IS the perfect attire for a tea party (or for celebrating an unbirthday?)
I find that blue is not everyone's color UNLESS it's a gray-blue, which this dress happens to be. Then it works with every single skin tone! (yay!)
